Anyone can submit. It doesn't literally have to be as shiney or realistic looking as the Avatar concept work. I've seen digital art featured that was drawn in a rough storyboard style with flat colour. As long as the appeal is there they'd consider it. I don't see any reason why they wouldn't consider your work.
Have you ever considered submitting some of your digital stuff to ImagineFX magazine? Being featured on that would be great publicity for you.
